Stan Dobbs currently serves as the integrated commander of four major operations: chief business officer, Naval Air Station, Lemoore; director, aviation supply chain, COMSTRIKFIGHTWINGPAC; commander, fleet and industrial supply center, San Diego-Lemoore; and supply officer, fleet readiness Center, West. His responsibilities include the total supply chain support for over 350 national asset FA-18 fighter jets on five bases. An Acquisition Professional Community member, he has certified in five of the seven DAWIA functional areas and has achieved academic degrees and professional certifications in various interrelated disciplines. A qualified war fighter in surface, submarine, and aviation platforms, his personal awards and decorations include the Meritorious Service Medal, five Navy Commendation Medals, two Navy Achievement Medals, and numerous campaign level awards. Most recently, he was recognized as the number one Supply Chain Professional in the Navy with the prestigious Admiral Stan Arthur Award for Military Logistician Excellence for Commander, Strike Fighter Wing, U.S. Pacific Fleet. As part of the award, he was named the 2007 Military Logistician of the year.

Stan enlisted in the Navy in June 1983 to pursue a career in the Navy Nuclear Propulsion Program (NNPP) as an electrical reactor plant operator. After basic training, he was assigned to staff duties at the Nuclear Power Training Unit. He was then selected for the Broadened Opportunity for Officer's Selection and Training program where upon completion he attended the University of Memphis in the Enlisted Commissioning Program subsequently graduating with a degree in electrical engineering. He was commissioned an Ensign and assigned as a guest lecturer at South Carolina State University under the Department of Energy and U.S. Navy Minority Science Improvement Program consortium, and then subsequently graduated from the Navy Supply Corps School in Athens, GA.
Stan was selected as a navy acquisition and contracting officers intern at the Naval Sea Systems Command (NAVSEA) in Washington, DC and completed the affiliated program with the Darden School of Business at the University of Virginia. While at NAVSEA, he spearheaded one of the agency's prototype paperless major acquisitions with a $110 million small business set-aside contract for auxiliary oiler ship repair and lifecycle support, and completed an MBA. He then reported to the Naval Postgraduate School's prestigious operations research master's program. He was distinguished on the program's 50th anniversary as its first African American logistics officer graduate.
He has served as the deputy director, operation research department; the program manager for information/data quality engineering; and the branch head, E2/C2 Enterprise Resource Planning (ERP) Integrated Weapons System Team at the Naval Inventory Control Point (NAVICP). Stan was formally recognized as a pioneer in the engineer management field of information/data quality for the deployment of ERP systems for supply chain development through academic partnerships with such noted institutions as, the Massachusetts Institute of Technology, California State University Berkeley, Marist College, and Federal Executive Board. He founded the government's first Data Integrity Management Center business unit model at NAVICP, a clearinghouse for innovative research and technology development for ERP systems, and was a catalyst to the establishment of Society of Information Quality Professionals. He has delivered numerous papers, lectures, and seminars to government and industry audiences internationally. For his leadership in public service, he was inducted into the International and America Who's Who, and was nominated by employees and received the Military Manager of the Year Award for Diversity for two consecutive years at NAVICP.
Stan reported to the aircraft carrier USS CARL VINSON (CVN-70) for World Combat Deployment 2005 as the assistant supply officer. During his tenure, VINSON was awarded the coveted Battle Efficiency Unit award, the Supply Blue E, and contributed significantly in both Operation Enduring and Iraqi Freedom battlefield support tasking. Additionally, he served as the command's senior court martial officer and performed program management for a major offload to support a 36-month nuclear refueling critical overhaul. Stan was also distinguished as a strategic planner on the Maritime Dominance development team for the U.S. exit criteria strategy from Iraq, and he developed and produced the first weekly-televised shipboard production, The CARL VINSON Idol Show. The show received a DoD Chief Information Office award for morale, adopted by Navy Entertainment as their model for the Military Idol morale development program at sea, and produced one contestant for American Idol season 2007.
